It is located near the Colle del Pertusio, dominated by the Cecilia tower and the Cinquantenario tower. In 1905, Davide Valsecchi, a member and president of the CAI Milan (1925), ordered the construction of a small wooden structure, dedicating it to his daughter, Rosalba. The current refuge was inaugurated in 1955.
